      Dear Editor, Sir

I am surprised that your TV Channel has not covered any story about the acute encroachments by shopkeepers on public land including passages and even roads. This inconvenience the shoppers.Let it be known that the defaulting shopkeepers in these govt –owned markets are not paying any extra market rents to NDMC,MCD and DDA.Worse, they are regularly greasing the palms of the local police officers on weekly or monthly basis by way of protection money. Still worse, officers of NDMC, MCD and DDA belonging to their Estate deptt and Enforcement Dte are also getting their quota of protection money from each market through one common conduit who is usually the President of particular market.

      · I served as Director of Estates in the Govt of India for six years(1983 to1989)and had occasion to serve as Joint Secretary in several govt deptts like UPSC,DOP&T,Secretary Public Enterprises Selection Board etc. After my retirement in2008, I am into free-lance journalism and have been contributing through the print and electronic media to bring about Good Governance in govt deptts.Apparently, this does not seem possible without your help. I have no personal axe to grind with any local agencies. But the initiative has to be taken by some one. Let it be INDIATV.The matter is urgent for executing beautification plans in Delhi ,well before the CWGames.

May I urge upon you to do a story on encroachments in NDMC/MCD owned markets in South Delhi,to begin with.I am prepared to assist your team in all respects as a citizen journalist.Incidentally, I had covered a story last year with INDIATV about the plight of old age homes controlled by NDMC. This was well received.Kind regards,

      Yours sincerely
